General Summary of Position: Under the direction of the Director of Procurement Services, the Assistant Director assists in performing administrative functions related to the planning, organizing and directing of the day to day operations of the Strategic Sourcing arm of the Purchasing and Strategic Contract Department. The Assistant Director is responsible for the day-to-day management of professional and support staff in overseeing complex purchasing transactions involving competitive solicitations and negotiation. The position requires decision making toward carrying out departmental objectives, administrating university policies and procedures and interpreting state construction and prevailing-wage purchasing laws, regulations and policies. The Assistant Director will evaluate current practices and procedures and design, present and implement plans for improving efficiencies, across the university, in the procurement process.
1. Departmental Operations
-Functional and administrative supervision of Purchasing and Strategic Contracting staff
-Assist the Director with the administrative functions by preparing correspondence, conducting studies, preparing statistical reports and analysis, developing and giving written, oral and visual presentations and high level of comfort in presenting at speaking engagements
-Communicate clearly and concisely at any level in the organization, building consensus on projects
2. Administrative Systems
-Manage procurement systems including PeopleSoft, UMass BuyWays, contract management systems, eSourcing tools and other programs as needed.
-Under the direction of the Director, develop and lead the change effort on the existing systems and programs to reduce redundancies and promote efficiencies
-Knowledge of Procure-to-Pay systems
3. Procurement and Strategic Sourcing
-Conduct Competitive Procurements including labor and construction procurements under M.G. L. c 149, and M.G. L. c 30 § 39M
-Work with UMass President's Office and other UMass campuses to identify and support collaborative and strategic purchasing opportunities
-Negotiate and manage contracts
4. Data Management and Analysis
-Develop and manage procurement reporting requirements providing metric and benchmarking information for Director and to support strategic sourcing initiatives
-Develop and manage contract reporting requirements, providing metric and benchmarking information to Director
5. Policy Development and Enforcement
-Maintain the integrity of all university policies, state and federal regulation and implement and train university constituents of these policies
6. Communication
-Act as resource to departments, as well as advising, counseling, and resolving problems in matters such, purchasing procedures, contracts, legal issues, etc.

Minimum Qualifications (Required): -Bachelor's Degree, preferably in business administration or related field
-Professional certifications such as C.P.M., CPSM and/ or MCPPO are a plus
-Five (5) to Ten (10) years of procurement experience, including meaningful experience developing and implementing procurement methods and procedures
-The ability to work effectively with diverse groups
-Working knowledge of ERP and e-procurement systems, preferably in a PeopleSoft environment
-Demonstrated capability for strategic thinking in reviewing procurement policies, procedures and approaching problem solving; being able to see and handle the "big picture" in a strategic way
-Working knowledge of contract law
-Demonstrated negotiation experience
